Oakland, Stop Allowing 911 Noise Complaints - It's Illegal - Video

The City Of Oakland and the Oakland Police must stop the illegal use of 911 phone calls for non-emergency matters like noise complaints. California Penal Code Section 148.3 specifically prohibits using the emergency call system for noise complaints. The Oakland Police should have written a misdemeanor citation against the persons who have done that and to the woman posting flyers about a black guy just because he wanted to exchange phone numbers.
