This comes from conversations over the last two days with two sources: one a developer with NFL stadium experience, and the other an elected official who's relationships led him to the news. There's just one giant problem: Sheldon Adelson. With a total personal value said to be over $29 billion, Mr. Adelson has not only done business with U.S. Bank and Bank of America, at least one of his former executives serves on the advisory board of U.S. Bank. Adelson has so many connections that the Oakland Raiders should be worried that the water that their deal desires exists within has been poisoned, and just by the news of how the Las Vegas Sands CEO perceives that he caught Davis trying to double-cross him. It's not just the money Adelson commands, it's the respect many have for him and his company. Mark Davis and Marc Badain really scututtled a great deal: Adelson was not only giving them $650 million of his own money, he was willing to provide favorable revenue percentage splits that Davis would not have been able to land with another partner. Yes, the NFL Owners would ultimately vote against the relationship, but not after a hard, hard look. But what's happened is Davis' fumble has caused Adelson to bring the deal structure to the attention of other NFL Owners, and in the process, has opened the door for a possible new deal with another team. The problem is the clock is now ticking: Nevada's Legislature is Democratic-controlled, where last year, when the Senate Bill One containing the $750 million subsidy provision was approved, it was Republican-controlled. Nevada, lacking a state income tax, could use that planned hotel tax revenue stream for education and for a stadium for UNLV, without the NFL. In other words, Las Vegas is still closed for the Oakland Raiders. The bartender sounded last call days ago; trouble is, the Raiders are getting her to stay open. At some point, they may get kicked out and put on a plane back to Oakland.

The result is the second public example of the good faith dealing problem the Raiders have and I pointed to with respect to Oakland stadium negotiations and at the Charlotte NFL Spring League Meeting of 2016. In the front page website article, Abboud was direct and revealing in his discussion of the problem with Richard Velotta of the Review Journal. Abboud said that once the Nevada Legislature passed the Senate bill with the $750 million subsidy provision and the hotel tax increase, the Raiders changed and started to make unreasonable requests. But the last straw was the 117-page lease agreement that excluded Adelson and did not serve UNLV or follow what the parties agreed to during the Southern Nevada Tourism and Infrastructure Committee meetings of last year. While Abboud did not outline those details, he went on to say that because of the way the Raiders handled Adelson, they would find negotiations with the Las Vegas Stadium Authority tough sledding. Overall, the article is the latest in a series of bad ones issued by the LVRJ since Adelson backed out, but it's the most damaging by far. (Media's using that term like crack) In his Wednesday “State of The NFL” Press Conference, the NFL Commissioner said that “we hadn’t made a determination about Las Vegas as an NFL market.” In fact, here's the full transcript of what Commissioner Goodell said related to the Oakland Raiders and Las Vegas on Wednesday: Q The Raiders started the approval process to move to Las Vegas, though the latest news seems to put that situation in peril. Is the NFL confident that Las Vegas remains a viable location for the Raiders? And after decades of avoiding or opposing gambling, do the owners and league officials believe that legalized gambling and the NFL can coexist? A “In your first question, we hadn’t made a determination about Las Vegas as an NFL market That’s part of the relocation process. The Raiders submitted an application. It’s one that we’re considering carefully, but there is a great deal of work to be done and there are several elements of that. Financing of the stadium is just one. Obviously, the stadium project itself, the depth of the market, all of those are things that we’ve studied over the last several months, but that will increase in intensity over the next month or so as we move forward in that process. A second, as it relates to whether gambling can coexist with the NFL. In fact, it does. It’s happening today. It’s sponsored by governments, It exists throughout our world. What we have always said is we need to make sure that there’s a fine line between team-sports gambling and the NFL. We want to protect the integrity of our game, and that’s the line we will always do.” Q For the past 20 years, I've asked the question, ‘When will Los Angeles be getting an NFL team?’ And now, I'm tempted to ask, ‘When will Los Angeles stop getting NFL teams?’ Just following on Barry’s question, though, you detailed the process in the coming weeks about evaluating the Las Vegas market. Are you confident that you can complete that evaluation in time for the vote in the March meetings, and I’d also ask, if Las Vegas were to fall through, could San Diego be the viable option for the Raiders? A “Well, a couple things. One, we are confident that our process is thorough, that it will examine all of the issues that need to be examined to make the best possible decision from the ownership. If for some reason, we can’t complete that by March, we’ll deal with that, but the ultimate objective here is to the make the right decision. I’ve said it many times before, relocations are painful, and you want to be intelligent, you want to be thorough and you want to make sure that we do it with a great deal of sensitivity. We want to make sure that we’re doing what’s in the best, long-term interest of the NFL. So, we will see on timing, but we have been working on this over the last couple months, analyzing this, but we have now more information, and we’ll have to get more information to go forward. The second part of your question, just so I’m clear? (Reporter: San Diego.) San Diego. Listen, and I’ve made this clear before, we were disappointed to have to leave San Diego. We couldn’t get a stadium done. As you know, we had a referendum just last November that did not pass by the voters, and I think for any team to relocate to San Diego at this point in time, we’re going to have to find a solution to that stadium problem, one that we couldn’t do after probably 15 years of effort. That doesn’t mean it can’t happen in the future. In fact, there is a history of markets that get these projects done once a team leaves. Oakland Raiders Las Vegas Deal Wreckage Leaves Nevada Fighting Over NFL Stadium Subsidy #SBXLI The Sheldon Adelson-led effort to relocate the Oakland Raiders from Oaktown to Las Vegas is dead. Adelson, upset with what he saw as an attempt to double-cross him on the part of the Silver and Black's owner and management, said in a statement that he would not negotiate with the NFL team, anymore. Now, after Adelson's bomb was dropped, some Nevada politicians are already fighting over the reuse $750 million stadium subsidy. While some looked as Adelson's decision as leaving an opportunity for The Raiders, those who know Nevada politics and have watched this story unfold over the last year, know that Sheldon Adelson did the following: 1) Paid into the campaigns of a giant number of Nevada elected officials those running to challenge them 2) Financed the development of many of the studies associated with the Raiders stadium project. 3) Hired an army of lobbyists to make deals with member of the Nevada Legislature, all to the objective of gaining passage of Senate Bill 1, which contains a hotel-tax increase that was to be used for the Raiders stadium construction. 4) Used his news organization, the Las Vegas Review-Journal, to write a large number of reports favorable to the NFL Raiders stadium project. Now, in the wake of Adelson's departure, and his scorched-earth way of doing it, and the news Goldman Sachs let leak that it would not help the Raiders finance the stadium project (contrary to news that the investment banking firm was going to do that), comes the Las Vegas Review-Journal releasing an article with this title: “Goldman Sachs financing in jeopardy after Adelson exit from Raiders stadium plan”. Think about it. That's Sheldon Adelson's newspaper and news website telling everyone that, as one of Goldman Sachs largest clients, his pulling the plug on the Raiders Stadium Deal means the giant investment banker waves good-bye, too. And while the article was careful to say that Adelson didn't tell Goldman Sachs to back out, the article was a giant hint at what he wanted the firm to do, just by using the language “Adelson has a long-time relationship with Goldman Sachs”. Get it? And the Las Vegas Sun was even more willing to un-bundle the Raiders stadium subsidy, with this headline: “If NFL passes on Las Vegas, earmarked money could help build stadium for UNLV”. Several members of the Las Vegas and Nevada political community have told me that once the new Nevada Legislature meets for the new year on February 6th, there will be efforts to use that hotel tax money for basic needs, from education and health care, to minority contracting (as is new Nevada Senate Majority Leader Aaron Ford's desire), and UNLV. “There are many who are concerned that UNLV had to come up with $200 million, as the legislation was written,” one Nevada elected official told me on the condition that their name not be used. “There may be a push to change that come next session,” the official said. And while the Raiders claim they can get the financing for a new stadium in Las Vegas, given the number of people in Nevada who do business with Sheldon Adelson, including the labor unions who gave their time to call legislators and made special deals with Adelson's Las Vegas Sands organization, it is pure folly to believe they're all going to stand with Raiders Owner Mark Davis in the wake of Adelson's departure. Moreover, when the Nevada Legislature meets in February, Democrats will be in power over Republicans. In November, Democrats regained their majority control in the Legislature. In the Nevada Senate, Dems have a 27 to 15 advantage. In the Nevada Assembly, Dems have a thin 11 to 10 edge, but it's enough to put them in charge: Rep Jason Frierson becomes Nevada's first African-American Speaker Of The House. That sets up a Democratic v Republican battle for the Raiders Stadium subsidy. Majority Leader Ford wants to use the money for infrastructure funding proposal if the Raiders themselves punt from their stadium effort. Senator Minority Leader Michael Roberson, however, did not want to call it a day for the Raiders, saying “I would advise that we continue to see this process of obtaining an NFL team through to a successful conclusion rather than proposing seemingly random ideas to start spending room tax money that we currently don’t have and without the consensus of support from our tourism industry.” But now that the Republicans, who had the majority in the Nevada Legislature when Adelson engineered his votes, are in the minority, their power to see this through has been severely curtailed. Meanwhile, there is a stadium financing plan in Oakland, home of The Raiders. Stay tuned.

Adelson, upset with what he saw as an attempt to double-cross him on the part of the Silver and Black's owner and management, said in a statement that he would not negotiate with the NFL team, anymore. Now, after Adelson's bomb was dropped, some Nevada politicians are already fighting over the reuse $750 million stadium subsidy. While some looked as Adelson's decision as leaving an opportunity for The Raiders, those who know Nevada politics and have watched this story unfold over the last year, know that Sheldon Adelson did the following: 1) Paid into the campaigns of a giant number of Nevada elected officials those running to challenge them 2) Financed the development of many of the studies associated with the Raiders stadium project. 3) Hired an army of lobbyists to make deals with member of the Nevada Legislature, all to the objective of gaining passage of Senate Bill 1, which contains a hotel-tax increase that was to be used for the Raiders stadium construction. 4) Used his news organization, the Las Vegas Review-Journal, to write a large number of reports favorable to the NFL Raiders stadium project. Now, in the wake of Adelson's departure, and his scorched-earth way of doing it, and the news Goldman Sachs let leak that it would not help the Raiders finance the stadium project (contrary to news that the investment banking firm was going to do that), comes the Las Vegas Review-Journal releasing an article with this title: “Goldman Sachs financing in jeopardy after Adelson exit from Raiders stadium plan”. Think about it. That's Sheldon Adelson's newspaper and news website telling everyone that, as one of Goldman Sachs largest clients, his pulling the plug on the Raiders Stadium Deal means the giant investment banker waves good-bye, too. And while the article was careful to say that Adelson didn't tell Goldman Sachs to back out, the article was a giant hint at what he wanted the firm to do, just by using the language “Adelson has a long-time relationship with Goldman Sachs”. Get it? And the Las Vegas Sun was even more willing to un-bundle the Raiders stadium subsidy, with this headline: “If NFL passes on Las Vegas, earmarked money could help build stadium for UNLV”. Several members of the Las Vegas and Nevada political community have told me that once the new Nevada Legislature meets for the new year on February 6th, there will be efforts to use that hotel tax money for basic needs, from education and health care, to minority contracting (as is new Nevada Senate Majority Leader Aaron Ford's desire), and UNLV. “There are many who are concerned that UNLV had to come up with $200 million, as the legislation was written,” one Nevada elected official told me on the condition that their name not be used. “There may be a push to change that come next session,” the official said. And while the Raiders claim they can get the financing for a new stadium in Las Vegas, given the number of people in Nevada who do business with Sheldon Adelson, including the labor unions who gave their time to call legislators and made special deals with Adelson's Las Vegas Sands organization, it is pure folly to believe they're all going to stand with Raiders Owner Mark Davis in the wake of Adelson's departure. Moreover, when the Nevada Legislature meets in February, Democrats will be in power over Republicans. In November, Democrats regained their majority control in the Legislature. In the Nevada Senate, Dems have a 27 to 15 advantage. In the Nevada Assembly, Dems have a thin 11 to 10 edge, but it's enough to put them in charge: Rep Jason Frierson becomes Nevada's first African-American Speaker Of The House. That sets up a Democratic v Republican battle for the Raiders Stadium subsidy. Majority Leader Ford wants to use the money for infrastructure funding proposal if the Raiders themselves punt from their stadium effort. Senator Minority Leader Michael Roberson, however, did not want to call it a day for the Raiders, saying “I would advise that we continue to see this process of obtaining an NFL team through to a successful conclusion rather than proposing seemingly random ideas to start spending room tax money that we currently don’t have and without the consensus of support from our tourism industry.” But now that the Republicans, who had the majority in the Nevada Legislature when Adelson engineered his votes, are in the minority, their power to see this through has been severely curtailed. Meanwhile, there is a stadium financing plan in Oakland, home of The Raiders. Stay tuned.
